i did this same quest, and found two signs that said 'king's watch' i swear i killed every single mob in that zone and the quest would not update. one of the signs if i remember correctly was at the very bottom of the map, in about the center...i think there was a river there too.
that sign was on a road that looked like it was destroyed in the searing...the road traveled se i believe, went across the river, and there was a destroyed, impassible bridge on the other side.
this completely pissed me off. i spent hours clearing this zone, and found nothing. i scoured the internet for information regarding king's watch and found nothing. complete waste of time, and you hate to leave the damned zone because then you have to spend an hour clearing it again!
i absolutely hate quests with no waypoint and no clear description of where the hell to even look.

i did exactly the same thing but gave up in the end. i found those two signpoints, acually i think i found a third. all pointing to that location i believed it was, the thing is what ever direction you come from looking at these sodding signposts doesn't give you a clear indication on where the fing place is.

Me and another guy spent 2 friggin hours on this last night with the same problem and never found it! I'll try again tonight now that you say the arrow is working now! It was really frustrating but we *did* kill alot of stuff while hunting

Probably a solution:
I had the same thing... FYI the kings watch is where the monument is and where Melandru's Fontain is/was...
The first time i didnt get it either, but i believe when i zoned to old ascalon... a green arrow appeared...then i went back and the charr WERE there...
Anyway the mob is near the kings watch... but the quest activation is a bit buggy...
EDIT: maybe they fixed it in teh meanwhile, and when i zoned i got the update...

Go to Regent Valley and check your radar for a green arrow. If it's there, the Charr should be there. If it isn't, just leave the zone and come back.

Hmm, i should have checked here first rather than spend hours combing the area...even though i knew they weren't there at all.
At least i found 2 red dyes, 1 silver dye and a lump of charcoal!
Try this for exploration....

Heh, makes me wish I'd taken a screenshot of what I'd done trying to complete this quest.. no grren arrow's and had explored everything.. and had multiple red dot lines all over the map..
so if you think TD has a lot of red lines.. I had more .. way more

when you actually get to kings watch there will be a hill to the right of it.. as long as you have that mission open on your Quest log the Charr will spawn for you... if you do not have it active on your quest log there will be no spawn and when you get there you will not be able to kill them.. just make sure that you have the highlighted in your quest log.. i had this problem when doing this quest also but found out that was the reason why i didnt see them. also make sue that you dont have any other quest that require you to go to this spot active. just keep heading south and if you come to a tar river you have gone to far... Its a big monument there so you cant miss it
